当前，上海正深入实施创新驱动发展战略，加快建设具有全球影响力的科技创新中心。为了把握科创中心的形成与发展规律，监测和评价科创中心建设的进程与成效，迫切需要能够系统化、多维度地反映上海科技创新发展特点和趋势的指标体系。在上海市科学技术委员会的指导和支持下，上海市科学学研究所组织课题组，开展了上海科技创新的研究与编制工作。2017年，课题组围绕上海科创中心建设的进程、要点和需求，首次开展了面向34个国家和地区，近300名全球创新专家的问卷调研。通过对问卷结果的分析，研判分析了上海科创中心建设的当前发展阶段与水平、国际影响力和未来趋势等。上海市科学学研究著的《2017上海科技创新中心指数报告(英文版)》是该报告英文系列的第2辑。
