Michael Daniels (Dana Ashbrook) is a forensic specialist whom has been plagued most of his adult life by the mysterious disappearance of his twin brother Jessie. When Michael meets up with Jessie's former girlfriend Kate Porter (Kelly Rutherford), a district attorney whom is investigating her own father, Harry S. Potter (Roy Scheider), whom is the mayor of Los Angeles, Michael soon finds himself in deep trouble when he thinks that Jessie may be alive and is targeting him for the things gone wrong with his life, leading to Michael getting framed for Mayor Potter's murder and relentlessly pursued by a persistent detective named Russell Stark (Robert Patrick). Michael must race against the clock to clear his name with the help of Kate, and his co-worker April (Kari Wuhrer) to stay ahead of the unseen stalker, but is everything what it seems?
