本标准由国家能源局负责管理，由水电水利规划设计总院负责日常管理，由能源行业水电水力机械标准化技术委员会负责具体技术内容的解释。本标准规定了水电机组机械液压过速保护装置性能及系统构成的技术要求，并规定了相应的出厂试验、验收及保证期、安装与运行维护、包装运输等内容。本标准适用于水轮发电机组、抽水蓄能机组和蓄能泵组的机械液压过速保护装置。泵站机组可参照使用。
